A paladin can not obtain a keg of beer because Crow does not like paladins. But like sarnath said you can go to ghe human female vendor in the building next to Crow's.
This is available at Crow's in Qeynos (from Crow himself) and in the building next to Crow's, from the human female vendor on the bottom floor.

Yes, Crow is in Crow's Pub & Casino, the 2nd building on the right as you enter Qeynos. Loc for Crow is pos 94 x pos 345. He sells this LORE item for 5pp 6gp at 88 Cha; 6pp 4gp at 57 Cha.
Note: He doesn't like Dwarfs and wont sell to them (and others) unless you've worked on your faction. Haven't tried the other vendor yet.
