I went to upgrade my Reinforced Boots to Banded and discovered that, yes, the Reinforced Boots are AC+6 - same as the Banded at HALF the weight (2.5 v. 5)! The only advantage to Banded is that they are now Magical which is great for kickers (Warrios, etc) but not for my Paladin.
