FINALLY found a GM Tailor on Venril Sathir and she missed 3 for 3 on this combine. (sigh) Its a friggin crime that with all else required for this item, the cloak is this hard to make.

If the failure rates on these are anything like the other velious armor, then I would expect a 50% success ratio with 250 tailoring and 5% tailoring mod on. My bro's tailor is 250, and black panther skin armor, cobalt drake, wyvern hide, seems to be around 50% success ratio. The success ratio on the othmir fur armor is MUCH better. I'm thinking the trivial for those is very close to 250. Perhaps the cloak's trivial is more in like with the othmir stuff, since they are both furs. If that's the case you could make them with some degree of proficiency in the low 200's. If the success rate is like the leather armor, I would expect a 1 in 10 to 1 in 20 success rate around 200.
If you weren't able to attempt the cloak at 167, you probably weren't using a coldain tanner's kit, or had the furs stacked or something. I think SOE started doing the skill restricted combine thing with PoP.

just fyi..i tryed to do a combine of 250 skill jsut for soemting to do on a bet my taloring skill was 147 it let me..adn i failed >< lol so ya it wil llet ya
I think your tailoring skill needs to be at least 200+ to even attempt making one of these...I just tried it tonight and at a skill of 167, it wouldn't even let me attempt the combine.
Confirmed, would not allow combine at 188 skill either - "You are too inexperienced in your craft to even consider attempting this combination"
