Anybody know at what lvl you can use the this clicky?

Greater Immobilize has a 1.75 second cast time on it. Hopefully this does as well =P

3 seconds sounds about right. When Sony creates an item with a right-click effect that matches a spell, they usually increase the casting time to offset the fact that it costs no mana and does not take a spell gem.
You also don't have to wait on the spell gem refresh to cast clicky affects so you can chain cast this root while medding on a mount.
