Seems to me these are being WAY overpriced at least on Xegony. Rare or not, the stats and spell effects in no way justify anything over 100kpp. Earthweave Pants have as good a stats (and I wear) and sell for around 50kpp. Spell effect would be nice, but not for an additional 100k.
anyone know what level you can effectively use the effect on this item?

You asked what level you have to be to use this spell effect. Rune of Death is a level 62 spell, so I am sure you won't be able to click this spell until you are level 62.

Clickable at 50 if you can get the Emblem outta Bor Warhammer or whatever his name is, for most folk, clickable at 55 whenyou can do the quest with no flags.
clickable at level 55 which is the required level to get your class specific emblem...

I HATE memming this spell, waiting for it to refresh, then casting it, them memming my other spell. That process takes WAY longer than 8 seconds.
I HATE losing a slot for this spell so I don't have to wait so long for it to refresh.
The pants, to me, are invaluable, even as a backpack item. My necro will have these pants FOREVER.
One of two things; farm, farm, farm and buy them or get flagged and go and get the drop. These pants are worth the effort to me. Also, a 65 necro should not have any problem getting the money to buy them.

yeah it just saves some annoyance. when soloing i never have trouble with the refresh, however when grouping my pet haste occasionally expires for a bit before i re-buff. if you are real rich, its worth it. personally i hate farming and do it as little as possible, so im not rich, and probobly wont get this piece... as far as it being that good... it just means that you dont have to pay quite as much attention to checking how much time is left on pet buff. the savings in mana means nothing for a necro. i would spend the farming time or the cash on getting some more + regen gear myself. just my 2 pennies.

For anyone else who cares: according to Magelo it's a casting time of 8. Now im perplexed. What to do, what to do?
Confirmed it is 8.0 second cast time.

This is one of the best Necromancer items i have seen. I myself have the Kael Necromancer legs. For the amount of trouble it takes to get those I.E countless ToV raids and actually winning the rolls you still only get clicky augment death. This was a great improvement as far as necromancer armor is concerned. I dont know about you other Nec's but I always have pet buff memed the last thing you need when soloing or even in a group is for your pets DPS to be slowed down. It also gives you an extra spell slot to mem a DD spell or something or while soloing another DoT.
