With the delay being a bit high on this weapon, even with the proc it's not really a MT type of item. Just too slow to keep aggro effectively. All of the classes listed would do well with it though. Rogue in offhand of course :)
And if you really think that Jolt is the end all solution to ranger aggro problems, you're mistaken =/ A smart ranger controls their aggro without jolt, because as said before it is not reliable as an aggro reducer. It gets resisted, it gets interrupted, it fizzles uncontrollably and always at the worst times. Also keep in mind it is an aggro REDUCER, not an aggro wipe. So even if you do land it, it's not guaranteed to work.
Personally I prefer to root a mob and fight from a distance greater than my tank. Then I don't have to worry about it :) And if I can't root it - well I shut attack off =( Rangers are not so much unlike other damage dealing classes, it's the player not the class.
