either the rarity of this is very wrong or it no longer drops. I have tried alot of times to get this, maybe i should wait and kill this guy last and kill all the others first.
so far I have gotten 5 Platoon Leaders Pauldrons, 9 First Sergeants Insignia, 7 of the ornate patterns, and 2 Intricately Inscribed Band, and no staff of swiftness. =(

1) You need it to complete Epic v2.0 2) It's still the best powerlevelling/low level haste a chanter can give (I still like to do SoS driveby's) 3) Better resists means I'll swap it in when I need better fire/cold/magic resist 4) 80% of it is solo'able by an enchanter that has dire charm 5) IMO, it's a mark of character progression...a "badge of honor" if you will to those dedicated to their class
VoG IS better than Speed of Shissar. Cap = 100%. To reach cap with Shissar, tanks must have 34%. For it with VoG, 42%. If a tank has 41%, close enough.. 99%. However- VoG has far better other stats. The rest is capped off.
VoG's level limit is 45, level 60 spell. Btw, can't think of any reason to break my own mez unless I were soloing, in which case I normally use level 1 dot so I don't get in melee range. You don't need it to complete epic 2.0, but not having it makes it a bit harder. Kind of raises the question if the epic part 1 is worth doing, guess it really depends on the difficulty. I definately wouldn't mind epic for low levels though. IF your guild is a raiding guild they will need to do this trial a lot. But we are ignoring the whole tash thing, less agro on tash means a lot.
It is a nice alternative to epic. And yes, the chanter epic (as well most others) are obsolete. Especially if you are in a guild who is moving up the tier list, you will be finding equivilent if not nicer items dropping and saying bye bye to epic.
Yes some would say HP > ALL. But I'd say: EXCEPT tash aggro reduction. That focus effect keeps your HP from being put to the test when you tash an unslowed mob. Or put another way, lets you get tash on sooner in the fight. I can't imagine ANYTHING I'd replace this with. Of course I'm only 58 hehe. (I don't have this item, I have a lesser item with the same focus effect.)
Can this thing be clicked at level 56? Because that would be so cool, casting a level 60 chanter spell at level 56 =P Just the problem of getting there and looting it.
The TASH line of spells are MR debuffs on mobs .. they do not stun ..."

so this talk of the epic being obsolete is meaningless. equip the epic in your primary and this in your secondary. there you go! 2 amazing items.
EDIT: Then put the weapon in your off hand. the rules for dual weilding for classes that CANNOT feasably dual weild are as follows:
ONE hand may equip a weapon, the other cannot.
so here, we see that one can still dual weild the 2 items. One is not a weapon, with the ac, it is effectivley a primary only shield. The epic on the other hand, is a weapon clearly.
Air Traffic Controllers don't "duel wield". They work in Control Towers and Radar rooms. Your thinking of people who park airplanes. Big difference, by about 100 IQ points.
Flame on?? and Duh?? what are you, 10? well, anyway, you shouldnt have made a fool of yourself. He obviously states the fact that it has AC thus it is a shield, but what he didnt realize is the fact that the item is primary only, that is fine, try not to turn your flame on so quickly......flamer.
By the way, even if an item has PRI SEC listed it can not be dual wielded by non dual wielders it is listed only for the class that can dual wield, not for the casters.
this weapon does not make the effect on the epic obsolete. For one, the epic gives an AC and AGI buff that i always have up on myself to avoid getting hit which could save my life sometimes; its often that i manage to escape with only like 50hp or so left in my HP bar which might have not been there to save me without the added AGI bonus. VOG itself is also obsolete already seeing as SoV and stuff makes melee a lot more happy and theyll ask for that instead of your VoG buff. There are obviously exceptions to this rule like maybe during battle rezzing when you want to conserve your mana, but then you might as well use SOS, and this situation is very.. situational ;)
So i will always keep my epic with me even if its just for the AGI and AC buff. Haste isnt too bad either at 66% or so (dont really know myself but i know its enough to satisfy me) when youre charm soloing and the mob is running away.

As some people know SoV or VQ does not stack with the monk epic haste / attack buff, and it (monk epic) stacks with VoG has more of a benefit than SoV alone. So many monks prefer the VoG over the vallon line of hastes, due to the attack rating, as well as other stats buffs that they get from their epic buff.
That's one example of a benefit of VoG, there may be others out there too /shrug
Other then the upgrade to speed on it and the focus effect, the staff has 60 more HP and 40 more mana plus 5 more points to poison and disease , but is missing damage modifier, the Str, Sta, Fire, Cold and Magic.
I can’t say the Staff of Swiftness make the enchanter Epic Obsolete, but it dose take it one step closer to it.
most melee will still ask for SoV or something better by the time an enchanter is capable of getting this but you can still buff the pets with this and save mana, or the clerics that ask for haste when their mana is good and they're bored.
Well this has a very handy click effect and nice stats. The focus effect as far as i can figure only effects the tash spells of enchanters. Now with a 1 in 4 chance of proccing stuns on a cast you could use your lowest lvl (4 i think) in this line of spells and have very little aggro cast time (1.0) and have a handy if not entirely predictable stun for exp grouping.
The focus effect confuses me a bit. If this only effects Poison-based spells (as the description mentions), and is Enchanter only, isn't the effect completely useless? I don't profess to be completely familiar with the ENC spellbook, but I can't recall them getting any poison-based spells. The effect would seem much more at home on a Shaman or even Necromancer item.
Rishaka - I would wager this is definitely not a common drop. When an item is entered into the database, it's automatically given a Common flag for rarity. If the person adding the item doesn't change that rarity, it comes out as Common.
Tash line of spells make a magic resist check when cast, but add poison counters, so yes and no on the "poison based" thingy.
But yes, the focus effect takes hold on the Tash line, it may also work on slow and cripple, I believe those add poison counters as well, though slow might be disease. I forget.
Tash is unresistable going on, and leaves a poison counter based buff icon on you. You remove Tash with any spell that removes poison counters. Enchanter's Slow and Cripple test against Magic when then land.
Tash is poisined based, is NOT resistable at all. through 65 levels of playing, and killing npcs like vulaak and such, tash has never resisted. the removal however is cure poisin and RGC, thus its poisin based. the effect of inny's sarcasm will effect this. i have a sharp ended broken lever with the same effect, it does work for tash and tash only. since this is unresistable a level 4 enchanter can tash sontalak if he choses.
slow makes a few checks. first your level, and level of the mob. another is the MR the mob has. which order i have no idea, and really doenst matter. even though this has a MR check, it is not a magic based spell. chanters slow is a disesed based spell, just like the shamans slows are. this is proven by the removal of the spell, dispell magic will not get rid of this, the only thing that will remove it is RGC, or abolosh disease.
cripple/weaken/choke are all magic based, they make the same level check as slow does, and also makes the magic check that slow does. however the way to get rid of this is by dispell magic, not sure on RGC, but im thinking it would be removed by RGC.
Tash spells are not resistable under normal circumstances. I believe the reason they made Tash spells poison, is so that when you Tash a monster, you won't just destroy the debuff with Strip Enchantment or some other similar buff removal spell. Apparently this is also they way they intend for melee attack speed debuffs to work, since they now have disease counters.
So, for example, an enchanter could cast Tashan on a monster to lower their magic resistance, cast Tepid Deeds to slow down their rate of melee attacks, and then finish up with Strip Enchantment to remove several buffs on the monster, and the Strip Enchantment spell wouldn't interfere with the Tashan or Tepid Deeds. However, on the flip side, you can cure Tashan by casting a poison cure spell to remove the poison counters, and you could also cast a disease cure spell to remove the disease counters on Tepid Deeds.
No, the 8th Coldain Prayer Shawl was the first item with both an Effect (Flowing thought III) and a Focus Effect (Zepher of Brell), just after the upgrade to the item effects system.
with haste caps, the epic is useless to high end warriors and melee now
I can get a belt for 34% haste and have my chanter friend use Staff of Swiftness on me at 46+ and get 58% haste from that spell (VoG) and get better stats from VoG than the epic haste.
