Planes of Powerwell it stacks with the lvl 63 wizard focus spell this i know my ice spear hits for 1402 non stop then when i focus i hit for 1900 to 2000 and crit for 3k ... and still get the message that the item feels alive with power

No, Anger of Eci will not stack with ID(1-4) items.
Only the highest modifier will affect a spell. If you have an ID item(20%) and this(23%), only this item will be "active"(and only if its a cold spell).

This dropped today from Jeplak, Lord of Srerendi, so we FINALLY know where to get it. =)
He's not an easy fight, he's kinda like Avhi Escron in CoD (each death on the raid spawns adds ... which can be fun!). I ended up kiting around 8 of them around while we finished him off, and then I .... ahhh ... strategically zoned-out near the raid so that I could redo my spells. <cough>.
Now I not only LOOK like Superman, but I have the cape as well! WaaaaHOOOOOOOO!

other than stats effect a total waste for mages

actually from what i know of this ONLY drops of the named bee in pos now. does not drop off the regular bees. also, to be totally honest, im not sure if it is dropped by the named bee, i have a good idea it would, as i know he drops the 36% dropable haste belt.

I have this cloak. It only triggers on moonfire. Otherwise my Harla Dar's talisman (Ancient: Starfire of Ro) for the damage bonus (which is 20% on Imp Damage 3). So this gives moonfire (or Frost etc), up to 23% damage, not exactly a huge improvement over 20%. But I needed something to replace my outdated Lodi shield
