Actually, it's reversed. -20 magic means the mob will make an MR check with a -20 modification. Thus, embracing should be more difficult to resist than cascading.
Of course, I'm an enc ;) so actual use of this spell may suggest otherwise, but that's what the numbers say.
(Taking a look at our level 59 unresistable mez( Rapture), you can see this in extreme application.
