this is a nice item, the int is nice but at the lvl it takes to obtain this you have usually capped it, but the mana and the 2 resist and if you are a necro the extra hp from the sta and the hp stat this is great. and who couldn't use the dex. this isn't the greatest peice of gear out there without some focus or ft but it is definetly up there on my list, even though i am possitive some won't agree or will find other better item over this one but hey for a low teir plane this isn't all that bad.
regarding the cap, with the new PoP AA options post 60 you can theoretically raise your cap another 50 points, i'd be impressed if anyone maxed it to the new caps...just my 2cp
Actually, for INT/WIS you could *theoretically* raise your hard cap by 100 points (if my math is right). Of course, considering the declining relevance of +INT/WIS over 200, I don't personally intend to go out of my way after this new cap.
You get +5 to your cap per level over 60 automatically, or so it seems (I'm not 65 yet, so I don't know personally if this happens every level) = +25
There is a planar AA that gives +5 to your cap for all attributes, which can be taken 5 times = +25
There is another planar AA that gives +10 to your INT/WIS (only) cap, which can also be taken 5 times = +50

Do you really think Verant would <intentionally> raise int/wis caps to 355 without raising manacap as well? What would be the point in that?
I believe int/wis will now add to the mana pool regardless of how much int/wis you have, up to 355; otherwise lifting the caps would be utterly pointless.
Point being: it is NOT pointless going from 200 int/wis to 355.
I agree as well. Another thing to consider with new wis/int caps is the possibility of tradeskills. The higher your wis/int, the better you chances of increasing your skill on a combine. This is the driving force for me to train those extra AA points into getting as much wis as possible.
