It'll stack with your regular weapons procs, but won't stack with any other paladin spell procs. Not sure if it stacks with enchanter illusion procs.
Not 63 yet so don't have a definative answer, but the lower level proc Divine Might stacks with Chanter illusion procs so I expect this one will too.
It does and doesn't stack. You can have both spells on you, but only the top one procs. Meaning if you have Divine might up in the first slot, you don't get the tap proc from the chanter illusions, and vice versa.
