This spell is created through a combine.

Here is what you need:

1 - Fire Mephit Blood
2 - Raw Diamond
3 - Spell: Imbue Diamond

Diamonds drop throughout the game, the blood drops in Plane of Fire and the spell can be purchased in North Freeport (Found in the Temple of Marr being sold by Locarme Zennix who sells other cleric spells on the main floor down the hallway to the right of the main door. The spell costs approximately 13pp).

I combined these items with my 31st Level Gnome Enchanter in his Jewelry Kit (he happened to have a 122 skill in Jewelry Making. It says that it goes trivial at 15 and it also says that this item is a no fail combine. So I couldn't tell you for sure.

The spells can also be used in the ingredients to make the Ceramic Incense Burner of Ro.
