I believe Slithinis' Shield, which drops off of Slithinis in Frontier Mountains has +15 v. Fire, but the AC is lower.

Excellent shield for use in a Naggy Raid for any PAL/SHD. Can't, off the top of my head, think of another shield that has this good of svFire that is accessible at this level.

The Red Dragon shield that drops off red dragons has 40 , yes 40 fire resist.

Sarnak Battle Shield has 5 less FR, but 5 more AC, 10 more MR, 5 more STA, and 40 more hps. If you can hunt for this shield, you can probably afford to buy a SBS.
