All other mana regen effects will stack.

Yep, stacks with SoS so I am sure it stacks with arch lich as well.

Hybrids and pure meeles already have buttloads of uber shoulders availeable to them.
True that most of those shoulders do not give mana regeneration, but that would be because Hybrid classes are not as mana dependant as priests and casters are.
A cleric out of mana is about as usefull to a raid/group as a monkey trained to wipe your butt for you.
Up untill Luclin there were extremely few items which gave mana regeneration, and even then they sucked.
Brain of Cazic - Whopping 1 mana per tick
Coldain Shawl (8th) - Whopping 1 mana per tick
and a couple of items from NTOV whose name escapes me.

20 Ac on shoulders from a dungeon as end game as VT is nothing for a meele, even hybrids have 35 ac Shoulderpads availeable to them much earlier in the progression of EQ game levels than VT
(Pauldrons of Deep Flame anyone)

Top this off with fact that nearly 90 different items out there already have Hp regenerations on them, either Via right click, or simply wearing them. Many high end meeles/hybrids have standing regeneration rates of 35 and above, as well as numerous FT items which lead to 10 mana per tick or so.

If hybrids were allowed to Regen HP at high rate, as well as regen mana at a high rate, it would be unbalancing in comparison to casters and meeles.

Its got to be either or.

Lots of holes in your statements but I'll just point out the most obvious:

8th Shawl has 3 mana per tick regen, not 1.

Meant the 7th Shawl.
8th Shawl can technically be considered Luclin, seeing as the quest wasn't done for it till after SoL came out.

To be totally honest, I think it would make too much sense for all casting classes to be able to use it, and that's why Verant decided not to allow that.

But, just to play the devil's advocate, I can kinda see where they were coming from.. Allowing this to be hybrid usable might upset a very delicate balance...

But who really knows for sure? /shrug
