1. The Tranquility pants from PoP Ornate turn ins, is 55 required level and NOT TGB'able.
2. There really is no required level for getting into Vex Thall, you just need to do the shard pieces, and kill them emp. So a level 1 toon can get into Vex Thall. So the required level for the stick is 55.
SoE has really dropped the ball on this one. What does it matter if we cast this on somebody outside of our group. There is no point to making this, or the Tranquility pants, or even the Hate C1 Stick NOT tgb'able. It just perpetuates the fact that SoE HATES enchanters. This along with the upcomming charm nerf really makes me wish I played a Bard.

Wow, that's hilarious considering the original spell has a cast time of 12 seconds....
On an informative post note, I am told this has been recently nerfed. In November when we got 3 of these, they worked with /tgb. VERY nice for wipes and getting people up and running. However, one of our chanters told me it no longer works that way, gotta be grouped =/. WTG SOE, take something you make useful and make it's effect near useless.

Does not buff anyone outside of your group. Does not buff anyone below lvl 45 within your group. This is not the 'uber twink' powerlevel tool you are lead to believe.

Got it and sadly it doesn't click outside the group. Not even pets as that was my second idea. So while the stats make it a very nice main hand weapon I click the C3 immediately after rez when Gather isn't up and thats about it ;{

A chanter in our guild just got one last week, and according to her, you indeed can buff others now outside of group using /tgb.

I will verify that you can cast this outside of your group. I use it to do MGBs and single casts.
Around August or so in 2004 (notice the date on my first post above) it became possible to /TGB on and target and click-cast KEI on others. Sadly in December 2004 they 'fixed' it so once again you could only cast it on yourself and your group.
No explaination, just nerf.. as usual :(
Couldn't explain why this was so incredibly overpowering all of a sudden that it demanded an immediate fix when there were so many actual bugs and problems but.. feh. I'm a warrior now. The nerf bat generally leaves warriors alone.

Accorind to Luc, clicks at level 1, making it an uber twink weapon on my server, but runs maybe 200k-300k =(. If your gonna make a twink chanter, this is what to use.

This item is actually very useful for a buffing standpoint for lower lvl characters. Assuming this staff follows the same rules as other items that can cast high end buffs on lvl 1 people. (Acumen Earring etc) Being able to give your lvl 10 cleric twink c3 is pretty nice to me.

I paid DKP for this last night when it dropped. It didn't cost much really. It's not extremely useful on raids, but I got it mainly for when I'm in exp groups. When you wipe in an exp group and gather is down, clicking this nice toy will help getting back to killing much faster.

Considering how fast I have seen Enchanters earn cash by inviting people into groups and KEIing in the Nexus and PoK, this is still more or less a Wand of Endless Wealth.

even with my primary pop item i would never let item like this be destroyed does not make sense destroy rare drop and say they will get later wtf
this is ENC only item should cost 2 points anyway
i have VoQ and gather but once raid is done all you lamme casters want my 4+ hour KEY now is that make WAND usefull or what ??

I dont know about rest of servers but on mith marr if you need KEI you go to nexus. with this you could non-stop cast this. Not to mention the stats now i know im gonna get yelled at but this has more int,cha resists and even more hp/mana then enc epic, well as i see it it shouldn't been destroyed.

Peps that say this thing isn't worth getting are out of your mind it is an great wepon for enc plus it drops on lvl 60 and the scroll drops on 63+ or 60K in bazaar even if u only use it to cast it will save u 900m
Well, since the only ones who seem to raid Vex Thall are uber guilds with strict point systems for loot, apparently this item doesn't quite measure up for them. The KEI scroll may drop off lvl 63+ MoBs, but it drops off MoBs who don't require a raiding party worth of Vex Thall keys to kill.
Of course, bragging about letting awesome loot rot is apparently a point of pride for some guilds too.

Well I guess some people do like to brag, but for my guild the click kei is worthless. It's self only so you can only buff your group with it. You can't mgb it, it's not a spell. I still think that the person that got this and destroyed it in my guild is a moron. You can't get 25 to all resists on any other item in pop or anywhere.

It is useless for recovering from a wipe. All our chanters have the Gather Mana AA, and do MGB Voice of Quellious.
The Mana and HP are wimpy. All our chanters have better.
It is good for resists. But all our chanters were saving their rpp (raid participation points) to get priority on other VT loot. I'm sure it will eventually be looted, during that small window between when we get most of the VT loot we want and the time we switch to the elemental planes.

I got this item my last trip to VT I was thrilled with it till I realized it is group only. I was also thinking woot after a wipe whip out this and buff all groups fast for quick mana back, but alas only my own group can benifit from it. :( I wish it was at least tgb able but, alas,it is not. Can anyone hazard a guess why a group buff is not tgb able.
Nice upgrade to stats though just stupid looking not even a cool looking graphic :(

Does anyone know when This thing Proc's??? It would be a Very Nice Enchanter weapon and get some money from it... But If it Procs at lvl 60, All it's for is just a Manaless KEI which is pretty stupid because you get your mana back anyway.. and then it should be other class useable.. I mean, Bards can Use Illusions, Rouges can use spells, Warriors can use things like that too.. and y not try to sell no drop stuff.. Everyone carrys around all these good no drop Items they can't even use, why not sell them, It's a good idea..

Also, yes you do get your mana back..eventually. If I had two chanters in zone looking to group with one having this wonderful piece of programming and the other one being you, I pick the other guy. Why? Because at 65, and assuming you have around only 115 int and no stat mod equipment to increase your mana pool, you have close to 1625 mana. So, do i want this guy who at no mana cost can increase his mana pool through the int buff and the mp buff from 1625 to 2200 (that's just from the free KEI, not the item's stats), then regen from empty to full in about 6 1/2 minutes, or do I go on corpse runs all day while you sit and med those unbuffed 1625MP for 27 minutes,all because you went OOM early and couldn't refill quick enough to be of any use! If you would like to double check my math, casters realm has a fantastic mana pool calculator.

well, regardless of the benefit of manaless KEI... consider that the spell scroll KEI costs upwards of 30 kpp depending on your server... consider this item to be saving you 30 kpp if your guild doesn't have one kicking around for you to use... just a thought

Trust me, there has never been a level 60 Enchanter to enter VT who does not have the spell KEI.

Well my guild is on the verge of entering VT and we have lots of spare copies of this spell hanging around :)

Don't forget..at least on Nameless server..many folks pay 50 to 100 pp a KEI...so that is 250 to 500pp per group cast...I sat and watch friends collect 30k in a very short time. =)
Judging by the drool on the ground around the enchanter, I'd say the incoming pp is endless! (or is that the enchanters drool from all the pp he collect ^_^ )

Actually, this was the impression I was under too when I made my chanter.
I had always personally payed 50-80 pp per cast when I had gotten KEI with my other chars, and figured others did aswell... so I made a chanter, got him to 60, saved forever and got C3, and sat in nexus for a good 8 hours.
To my horror, although the odd person donated 50-100 pp for a cast, the vast majority would pay maybe 10-20 pp, or wouldn't pay anything, and would just walk away. Quite disheartening after all the work it took to get to 60, not to mention all the time to save for the spell.
As of this point, I spent 25kpp to get the spell, and have made about 15kpp out of about 40 hours of work passing out for donations.... if I get a good group in BoT, 40 hours would be more than enough time to make more than that on gems alone in a gem rotation group... not to mention drops from names and the chance to roll on the odd spec parchment (which are far too rare in my opinion).
Enchanters everywhere, unite! Lets go on strike ^_~

All ENCH of a high enough level should have this as much as they should have their epic. Maybe even more so. This is bar none the most requested spell of any high enough level enchanter. Also with the new /raid feature available for raids this will deffinately be used and should be.

LOL funny how you say every enchanter should have these... to get it you MUST be lvl 60+ (in order to be VT capable) and in an Uber guild that raids every day and you can't miss a raid or you get booted. Chances of getting one of these things is one in a million, when you consider what, only 5% or 10% people ever SEE the inside of VT much less fight the HARDEST mob in the zone, and THEN have enough DKP's to win this thing over all the other chanters?
On top of that, this item is EASILY more uber than the epic. Lets compare stats: epic- +5 str, +15 sta cha and int, +40 hp and mana, resists +10, effect SoS. This is AC +15, Cha Int +25, HP Mana +75, all SV's +25 right click KEI. This thing has +10 cha and int over the epic (not as important- by the time you get this thing, you're 255+ in both), +15 ac (quite nice) all SV's +15 over the epic (also VERY nice at that level), and +25 hp and mana over epic (the HP almost makes up for the less stamina, and the mana easily makes up for it). Effects: all enchanters have their epic by the time their in VT, so the hastes are free. Period. If you are one of the few un-epic'd enchanters out there with or without KEI who have been INTO VT much less seen/killed this mob, consider this: Hastes are what, 200, 300 mana? KEI: 900 grp buff, 1800 MGB. If you don't have MGB, you will be throwing out 3k to 4k mana to buff up your raid. With this thing, right click KEI saves you 900 mana a pop. This thing is CLEARLY better than the epic, and the difficulty in getting this item reflects that.
BTW, this item is WAY harder than the epic, half the enchanter epic doesn't even involve killing mobs, and there are like, 3 or 4 mobs that you would have ANY difficulty at all to kill in order to get the epic. This KEI stick requires you to get the VT key (ie killing Emp Ssra if I'm not mistaken), and to get the Ssra key you need to kill TONS of snakeys in Ssra. On top of that, you gotta kill some BAD@$$ mobs in VT to get it. Just because it is dropped in one piece does not make it easier to get.
I'm not saying all this crap to flame ya, just correct ya. If I bored you or offended you, I'm sorry.

On top of that, this item is EASILY more uber than the epic. Lets compare stats: epic- +5 str, +15 sta cha and int, +40 hp and mana, resists +10, effect SoS. This is AC +15, Cha Int +25, HP Mana +75, all SV's +25 right click KEI. This thing has +10 cha and int over the epic (not as important- by the time you get this thing, you're 255+ in both), +15 ac (quite nice) all SV's +15 over the epic (also VERY nice at that level), and +25 hp and mana over epic (the HP almost makes up for the less stamina, and the mana easily makes up for it). Effects: all enchanters have their epic by the time their in VT, so the hastes are free. Period. If you are one of the few un-epic'd enchanters out there with or without KEI who have been INTO VT much less seen/killed this mob, consider this: Hastes are what, 200, 300 mana? KEI: 900 grp buff, 1800 MGB. If you don't have MGB, you will be throwing out 3k to 4k mana to buff up your raid. With this thing, right click KEI saves you 900 mana a pop. This thing is CLEARLY better than the epic, and the difficulty in getting this item reflects that.
BTW, this item is WAY harder than the epic, half the enchanter epic doesn't even involve killing mobs, and there are like, 3 or 4 mobs that you would have ANY difficulty at all to kill in order to get the epic. This KEI stick requires you to get the VT key (ie killing Emp Ssra if I'm not mistaken), and to get the Ssra key you need to kill TONS of snakeys in Ssra. On top of that, you gotta kill some BAD@$$ mobs in VT to get it. Just because it is dropped in one piece does not make it easier to get.

I stepped into VT at 58. Another Chanter in our guild walked in at 57. There is no min level requirements to enter VT. We have a spectrum of 50+s wandering around the place. Prettiest zone I've seen BTW.
Our guild is a Social Guild. There are NO min raid requirements. We set a goal of VT and some 3 or 4 months later finally made it in. (we dont have DKP points either...)
This is a great stick for a chanter, ever heard of GROUPS? Ever had a group wipe? Bang, KEI'ed! After the group, as a farewell gift, Bang! KEI! Need cash in PoK? Most chanters I've seen need you in the group...
Even on a raid, you can simply get intived into other groups and disband to KEI after said wipe. This is, while not god-like, pretty damn awesome.
If you aint worked out how to use it, you dont deserve it...

Totally amazing item but why ENCH only? They can cast this spell anyways...
They are only going to give this spell to enchanters to cast on others for two reasons.
First, this is ALMOST an epic quality item/spell and is only available to Enchanters. It would be like giving an Item unlimited rezzes that can be cast on others and making it available to all instead of Clerics/Paladins only.
Second, VI has made items with a worn effect of FLOWING THOUGHT that allow other classes to get mana regeneration that otherwise wouldn't have it.
Most items that have unlimited charges of a spell that can be cast on others are usually only equipable by the class that gets that line of spell. Usually.

unfortunately, due to patching this problem, the Staff of Forbidden Rites (which is not unlimited charges, only 10 charges of the 90% rezz) is now "Highly Prized" by merchants and they will only part with it for very high prices. I believe the last total was 1 Million Plat. if 10 90% rezzes are worth that much cash to you, go ahead and buy it back, though for that amount, i'm sure you could buy a very loyal cleric friend.

It's kinda useless on raids, since you can't buff other groups than your own with it.

you can just have to target group leader
Actually I believe that now you may use:
/targetgroupbuff on/off
And it will hit anyone who is grouped with your target. I practiced this last night (as I never knew it was put in) and it works like a champ.

it may not have a particle effect, but look closely and you will see the head of the snake moves from side to side in a *suprise* serpent-like movement.
All the candy and on top of it, it's a good melee weapon!! Go chanter tank go!
