Actually by the time you can get this cloak most Int casters will have their int maxed already...this cloak adds a lot of nice stuff which includes mana and hps..so wis is just a cherry on the cake. If this cloak had nothing else but the ac, mana, and hps it would still be pretty uber.
from what i remember reading, dont remember where, wis helps determine your resist to mind altering spells, regardless of class. so it IS usefull to int casters

This post is not to bash or flam anyone out there, especially clerics, whom I dearly love. The mod to alteration is a very nice thing to a wizzy. Our evacs are based on alteration, and absolutely nothing is worse than when you have your skill maxed, and your party is getting tore up, and evac is called. You manage to complete the cast, but nothing happens except a little message appears saying "Your gate is too unstable and collapses." Granted, the random number generator is a very evil thing, but this mod will help because our cap is 235, but with mods it can reach the hard cap of 252, and thereby decreases you failed message on really important spells.
First of all, chances are 99% that any int caster that gets this item already has 255 int, and it wouldn't really matter if it had 150 wis on it, let alone 15. But my guess is its a sad attempt at humor.
