These are also sold by Tharzia Spiritis in Dawnshroud Peaks. They are not only used for Heady Paeala, but also in Paeala Tannin, used for various acrylia tailoring recipes.
Hate to differ, maybe your recipe works also but the recipe I use to make Paeala Tannin for Acrylia tailoring involves Paeala BARK and water in a brew barrel, not Sap. I havent used this sap myself so I cannot say for sure that it won't work for tannin but I doubt it, I am sure the bark and water does work.
You are correct: the Paeala Sap is used to make Heady Paeala, not Paeala Tannin. The recipe for Heady Paeala is the same as for Heady Kiola, with the substitution of Paeala Sap for the Kiola Sap. 2 Packets of Paeala Sap, Bottle, 1 Flask of Water.

I was in PoK the other day, trying to work on my tailoring. I found a brewing merchant and bought a bunch of these thinking they were kioala sap. I proceeded to make 100 Heady Paeala. At about my 97th completed brew i noticed that i was making the wrong brew. Oh the clickity click of tradeskillin. =|

I found Packet of Paeala Sap in Plane of Tranquility from Sirekoth Eshe at loc pos111, pos275. (Or near building #13 on EQAtlas)
