The races who can where this are the Human and human 'asociated' races for Cultural reasons. How frogloks got in there I don't know.
Not an armour I would recommend to many as the Royal temper costs mean very little use for such as this, especially sine the LDoN armours came on the scene.

At a guess I would say that it is likely a medium-sized item, and Vah Shir are Large. Barbs are as well but can also wear Medium armor.

This is an example of human cultural smithing. Thus half elves can wear, but not High Elves who are also medium sized. All the listed races are considered human for cultural purposes.

Wood Elves, and Dark Elves I know are medium - small. Though as a comment to this bp, the unenchanted tier'dal breastplate has as much ac for like 3.2 lbs or so.
