This dropped to me off Zhroushe Mezhkazh, whom we were camping for the Vah Shir Illusion spell. He's on the first floor in a small room at about neg 200 by pos 750, all the way on the west side of the floor. He does not always spawn. Seems to be about one in 8 placeholders.

Saw this in the Bazaar, Asked person where' he got it, said he found it off a normal Guard mob on First Floor.
