These are impossible to fish in the instanced ST. Only open world works. I tried the instance (for science), and got 96 fresh fish and 0 weary wrass. A quick fish in open world netted 3 fresh fish and 4 weary wrass (200 skill).

Fished it at Paldar Bladesoul in Sleeprs Tomb , caught 3 at my 4 try.200 fishing with a vendor pole and bait.

I havent tried yet, but it says its part of a fishing skill... so i assume you have to fish for it... 174 skill i think

Fished in the CoV version of ToV, in the small pool in the northmost room. with fishing skill 115.
