Wood Elf Parts dropped off of Gundel Elorion in camp. Also dropped off of 2 others.
These also drop from the NPC's in the Ranger camp in Lesser Fay. Sarawyn Amorfin is confirmed to drop this.

Clearing the bandit camp (just north of the spires in g fay) 3 times I got 2 wood elf parts and like 8 elven blood. This is the easiest method to get the parts
I did the Dorn camp in N ro-he doesnt drop every time and I ended up actualy buying them for 500pp from a PC
I found no Brownies in G fay-i DID find brownies in Lfay and made the mistake of looting brownie parts instead of hunting down the scounts and camping them for wood elf parts-I ended up camping some woodelf that stands all alone and gives bad indego faction for whacking him-took me like 30 min cause he only spawn once every 6 min-guy is named glyndur tindel.
