As jorlen was kind enough to point out below, the effect is Triggered, not permanent. Also, to reitterate another point by jorlen, having the advantage of Ultravision in places where inkies aren't welcome (i.e. Firiona Vie) is invaluble.
So even if you don't wear it in combat, it's a good item to have available, no matter your level.

Just to let everyone know, it's a clickable effect not permanent, and what makes this item shine is that it can be cast on OTHERS. It's handy =) Also, for the people saying you can just use the DE illusion for the effect, well, in some zones you can't. For us hummies and barbs, this thing will definitely come in handy, it has for me several times over.

This is not a bad proc, seeing as you can cast it on other characters, very useful a night or in dark dungeons
