I had a waist slot item that had these exact same stats on my warrior, it was a large ornate gold chain skirt, but i couldnt find any record of it with the stats mine had. anyone that can tell me where to find another one (i gave mine away) or a price on one of these belts would be greatly appreciated.

Ornate chain armor is crafted by smiths. It can be made with bars of silver, electrum, gold, and platinum (but not velium) . If you pop into the Bazaar on your server chances are you'll see at least a few ppl selling some ornate chain... as for how much it costs, sorry I can't help ya.
