Regarding Dodge Modifier

I hate to say it Jarnin, but your math is wrong. Unless perhaps the dodge modifier was less than 8% when you wrote your post that is. For example, if monks cap their dodge at 230 normally, then an 8% increase would be equal to 1.08 times 230 which would be 248, not 236. Assuming that the skill caps you give are correct, your table should read like this:

CLASS | DODGE CAP | MOD
-----------------------
Bard | 155 | 167
Beastlord | 155 | 167
Cleric | 75 | 81
Druid | 75 | 81
Enchanter | 75 | 81
Magician | 75 | 81
Monk | 230 | 248
Necromancer | 75 | 81
Paladin | 155 | 167
Ranger | 170 | 183
Rogue | 210 | 226
Shadowknight | 155 | 167
Shaman | 75 | 81
Warrior | 175 | 189
Wizard | 75 | 81

Modifiers always round down. If a modifier would give you a skill of 200.999999, then your skill is 200, not 201. Modifiers do not stack with each other. If I have five items that increase dodge skill, only the highest modifier is counted. The rest are wasted.

Obviously rogues and Monks will get the most use out of these items, and the best thing it that there are other +dodge mod items out there. The Agility converts to AC, so there's another bonus (for some), and 100 hp isn't 'exactly the suck'.

However, for being in Vex Thal, I'd say this is a subpar item. It could easily have an effect on it, or be a focus item, or have 127 Hp, or have higher AC, or a dozen other things that would warrent it being in Vex Thal. This is not an Uber item, it is in fact, trash loot for the guilds that will be finding these.
yard trash

well according to lots of my friends this is considered yard trash. its great for those who cant have it but for those that can get into VT they most likely have something similar .i would love to have it too but my war is only lvl52 and i wouldnt take it with my wizzy .

on a side note they also say VT is super boring

The item is not bad considering it still has the 100 hp. Yes I know there could be more HP put into it but still it's not bad. Tt IS lacking some stats, but he dodge mod makes it a little more interesting. For MT those tiny bits of dodges can add up and save up some mana.
RE: yard trash

It won't save any healer mana in VT capable guilds but it might keep the MT from dieing due to lucky mob hits. Everyone uses CH chains so they will use the same ammount of mana no matter what. You don't have time to watch the tank's health and adjust when stuff hits for 1300 and CH is a 10 second spell. The druids and shamans will be throwing in patch heals too. Completely disregarding the tank's current health. When health drops that fast, you can't rely on what the health meter reports due to lag issues. You just throw out what you can to help make sure the guy dosn't die.

Just because you're in VT, doesn't mean you don't tank regular xp mobs half the time? Yes, it doesn't change anything against the big suckers, but against regular xp mobs, it should definitely save some healer mana and give them more time to nuke. I would love another 8% dodging, I'm sure a lot of other people who tank in xp groups daily will find that that it is a very nice modifier...
nice
