Its effect does not stack but overlaps. That is, the earring will work on spells it can affect with its 15% mana cost reduction. For any other spell, your Mana Preservation III item will take effect with its 10% mana cost reduction. However, both will not take effect at the same time.
Does this stack with Mana Pres III?
