My old rogue alt found himself unable to make poisons. Combine buttons were greyed out like mentioned below. I went to a rogue guildmaster, bought a level in make poison, the skill suddenly appeared in my skill list and I was able to use the mortar and pestle.
the dark elf poison vendors sell them.

I have also been unable to get my mortar and pestle to work :p
So close to completing the prayer shawl quest, and they broke the stupid mortar and pestles. Go figure.
When I use the regular right click to open the container, the "combine" button is greyed out. When I use ctrl + right click to open it, the "combine" button is not greyed out, but the combine still won't work.
I am reporting the bug (ROFL) using the in-game bug reporting system.

The problem is probably the same one I had, double check that your runed sea shell is the kind that contains one charge of enduring breath, there are runed sea shells with other effects which will not work. I was in error thinking all runed sea shells have enduring breath, not so.

Only rogues can use mortars and pestles for most things now. Try your recipe in a mixing bowl instead.

Anybody have any luck on an answer for this? Tried mixing bowl as suggested, did not work.

my ranger has had a morter for as log as i can remember. but today i go to crush some windstone it wont work. though maybe it was toon sent it to ench no joy. this is not poison making but that's what i think the problem is!!!!

Because I had trouble finding this with the other posted directions, here are some simplified ones.
The farthest west you can go in PoK between the Bazaar and Guild Lobby portals is a complex of merchant buildings.
Go to the middle of them and take the southern set of stairs and take the first door on your right once up the stairs.
Ciren Darkbog has a Mortar and Pestle.

In city of Shar Vahl, from vendor Mugdah, at location -350 +510 If crossing from Shadeweaver bridge in to city, turn left head all the way back he is seated in an outdoor stall there. Good spot to go given the city has no KOS unless you start whacking on the residents there

This item can also be bought from Ferusal at loc p218 n36. If you zone in from the bazaar you turn left up the steps and head towards the bank in the east part of shadowhaven - he is found in one of the buildings to your left as you head towards the bank.
The cost for me as an ally with 136 charisma was 1pp 5sp.

This item can also be purchased at the poison vendor atop the tall peak on the island in the center of Dagnor's Cauldron.
He is high enough that the aqua goblins and undertow skellies won't bother you when you are transacting.

at 51 the gobbies, snakes, and even the rats want to be pests while trying to deal with the merchant on the island.
SIGH! So aggrivating to have to cancel the transaction, waste the little pest, and then go back to trading.
