Itr says RECOMENDED not REQUIRED. You may not be able to wear because of your class or race or even because of diety,but not because of the restriction.
hate to break the news to you but dex and agi DO help with hitting and dodgeing. the dex wont help you land spells but it will increase your chance of a critical. agi DOES help you get hit less often when you draw agro because wizzys tend to have no agro management skills

No, it doesn't suck as bad as you think. the Mondo Dex and AGI help with casting, dodging etc. 35 mana is just a smig under 6 int at lvl 60 and is the same as 7 int at lvl 50. Toss in some Hp and Saves and this isn't at all bad. If your int is already maxxed with KEI, or Brillance, this is a good item to swap into your primary for raids. Combine it with the Phenocryst Focus, or Ornate Rune Shield, and you have a nice little Pre Epic Combo, for CHEAP!

Level Divide by 5 Times Int (or Wis) = Mana Examples: 20 / 5 * 4 = 16 mana for a 4 int item at level 20 50 / 5 * 4 = 40 mana for a 4 int item at level 50 60 / 5 * 4 = 48 mana for a 4 int item at level 60
At level 60, your 35 mana item would be worth...
35 mana = (x) * 60/5 or 35 mana = (x) * 12 35 / 12 = x or just a hair under 3 int
Hardly worth a primary or secondary slot. Sorcerers bowl would be much better.
My int is nearly maxed without equping Staff of the Wheel. The WHOLE PACKAGE of Mana, Dex, AGI, HP and Saves makes this worth equiping. Well at least until I get my epic.
People are so focused on JUST an items mana, or JUST an items Int, but don't look at them as a whole.
No, there is no one spell that a lvl 60 would use that requires 35 mana, but show me any single item that provides enough mana for a 50+ spell. It's not each item that matters, it's the totall mana from all of them.
You did not take into account the soft cap of 200 that the above post is referring to. Your formula is correct except the mana is divided again by 2 for every point over 200. Therefore, 4 int is equal to ~ 24 mana, not 48. Furthermore, to translate mana into Int is not practical as mana determines casting power. 35 mana at level 60 is worth 35 mana. :)
Correct, the soft cap was changed. However it was changed from 1 mana per 1int when over 200 to the above chart. Over 200int is still not always as important as pure mana.
im just curious what spell at lvl 60 you would be casting that takes 35 mana or less? if its a spell that you usualy dont have memmed well then by the time you sit down to open you spell book and find the page the spell is on you would have regen'd the 35 mana that you are talking about .
if your going to equip this item just for the 35 mana it has you need to rethink and go get one of the many primary held items out there that have 50+ mana on them.
I don't think it's a matter of casting a 35 mana spell, more a matter of accumulating significant additional mana with multiple items. A little mana here, a little there, and soon you have enough for a serious spell.
thats my whole point... if your wearing this item because it has 35 mana on it you need to rethink because you can equip items with more mana than that in primary slot.
i think the point is hes wearing it for the dex agi, because he already has alot of int from other items, the 35 mana is just soemthing that comes with it, more dex=more crits
