It's flagged for all classes that can wear leather (at least the classes that could wear leather at the time the item was added to the game) and all races that wear small only. It's probably a requirement of the game engine that they do it that way even if some of the races and classes don't go together.

There's many examples of what animekenji is talking about in the earlier content of the game. The devs were far more fixated on small/med/large races having to get different drops. This was abandoned and most of the time it has been by silk/leather/chain/plate divisions ever since. Much less programming, though at times far less interesting as well.
As far as this item goes, froglok monks now exist so they could use it. However, since they aren't unlocked until a way later era in the game (say on a progression server) it's unlikely it gets used.

This item matches the Criteria to be worn by War, Clr, Pal, Rng, Shd, Dru, Mnk, Brd, Rog, Shm. Then it looks for the size of the item and lits the appropriate races Dwf, Hfl, Gnm. By codeing it this way it allows them to make items in a quarter of the time by only having to put in statistics and size instead of havning to hand code what race/class it can be for each and every item in the game. But if you feel the need to complain over such trivial facts be my guest. :)
Badass! i cant wait to see my gnomish monk wearing a plate hat.. oo oo how about my halfling bard! yeah! and my dwarvish shaman.... :\ you'd think they'd have this whole race/class thing figured out by now...
does this mean they also plan on makeing a beastlord for these races? i have had a dawrf before and i have a gnome currently... what beast would be a servent to them instead of eatting them is beyond me....
