They are on the appropriate NPCs (check eqtraders).
Most classes won't See them unless you Uncheck the box for Show Only Items I Can Use.

Not only is the Silk Lined Steel Helm missing from merchants inventory, at least two of the merchant that did sell it in East Freeport are also missing. Why is this item no longer available?

doe snot appear to be sold by the tinkering merchants in PoK, Akaanon, Steamfont, or Abysmal sea any longer... still trying to find one that has it

Any luck finding anyone who sells this still? I am trying to do the Tinkering Trophy quests and it calls for an aqualung. Can't make the aqualung without this item...and it's just storebought it seems...yet is not in stock. 8(
