Claws of Veeshan
These are small books. So far I have found them at the entrance hallway, around the lower floor of the first large room below where the captain of the guard is, outside the door to Progenitor, inside the Progenitor room, and in the wyvern library ( I have also found the scales in the library from Scales of Justice collection set). Down the ramp from the library among the spectres was a mix of both sets. also a mix was in the Glorifying Saffron Ash area.
