The reason it's not seeming to change is because you have to right click and hold down the spell ability.. You will notice its not the actual spell that the rank changes on but that secondary ability within the spell. You can also verify this by looking in your spell book. So in my case, for instance, composite fang is the sk spell, I can look and see in my spell book and see i have that an also another new thing called composite bite 1, when this is clicked that changes to composite bite 2. If you read the original spell it triggers the highest version of composite bite that you have, its a bit misleading since it says the highest rank of composite bite 1 that you have, but it does the highest version that you have obtained.

I got my first one, clicked it and although it said it raised my progression, none of my Composite Ranked spells changed on any of my toons. Still says Rank 1
