I bought the sack today and can confirm that it had no effect on heroic stats.

Unsure the site is showing stats... I've seen the bag linked and no such stats exist.

I just ran it through the item collector and it still says it has the heroic stats on it so it was probably an aug before and they changed it to a bag and forgot to remove the stats off it. They probably have containers set up in game not to show stats.
