If you look under the EQ button under Quests > Overseer, it's a mini game within EQ that nets you all sorts of things. Check out our Overseer Wiki.

When i press this button you mentioned, nothing appears to happen. Do I have to be a certain level for it to even show up?
Which button are you talking about?
The DB button will take you to the marketplace where you can buy these agent packs. I would highly suggest you do not spend any money on it until you know how to play it. You will have a lot of agents already included free. I have never purchased any additional agents.
The other button is the EQ button and there is no way to remove this button or to turn if off because it shows almost everything in the game that we use. Your going to need it.
For Overseer you have to be level 85. But it will still show up on the list under quests then overseer. Or you can type /overseer in the bottom line of your chat window.
