this tunic has the HEF ELF restrictions therefore there is no way a halfling, barbarian, human or any other race that has a rogue could wear this, except the Half Elf and Wood Elf.
I have a 52 HEF Ranger out of Kelethin, so I've spent a fair amount of time hunting in GFay. I've never seen a coyote there, and I've never seen a Coyote Skull drop off anything in the zone. I killed a bunch of wolves looking for this. I gave up and went to Ak'Anon, which has coyotes. First one I killed dropped it.
Looks like Coyote's spawn and wander just north east of the BBM zone line in GFay.
She makes you say your a Rogue of Tunare... BAH, but they ARE NOT Deity specific. I have all but this tunic. I think its just an oversight. My Rogue is Bristlebane also.
I am not even sure, I guess you could be a rogue of Tunare. Anyways, I think its an oversight. Maybe at one time they might have been? But I know for a fact they are not as of last night.

Hey all,
Has anyone tried to equip this on a char that doesn't worship Tunare? I have a Rogue who worships Bristlebane, but it shows up as a valid upgrade to my Dwarven Ringmail.

I don't know. I have a Wood Elf who worships Bristlebane also. I have so far completed (and equipped) the Helm and Glove and Legging armor pieces....unless this is the only one considered Tunare specific?

Unfortunatly you must worship Tunare to wear the item. If you don't worship Tunare you get a "Your Race/Class/Diety may not equip this item".
Unlike most of the new armor, no deity restrictions here. VI bit the bullet and noticed any rogue worth his breath would follow bristlebane. Glad they did this.
Ya, I have a Half Elf rogue who worships Erollisi Marr. So far I have all items but the Tunic and he can equip them.

Actually, the only restriction on this seems to be race. Woodies and half elves only. :)
Got me a full set of this armor. Just want to put up this note - All the items needed to make this armor can be found in Greater Faydark and Crushbone (Crude Bronze drops here too). With the exception of the Tunic, which requires a Golden Bandit Tooth (I found this in Butcherblock off the Dwarven Bandits there) and the Coyote Skull (which I found in Steamfont off a small coyote)

The golden bandit tooth also drops off the elven bandits in Greater Faydark. I got one off the first one I killed.
Coyote Skulls also drop off wolves. They are a key source of money for my DE Necro that I started with the purpose of NOT twinking him. :) I'll see how long that lasts. hehe. Anyway, I have gotten coyote skulls off of the wolves in Neriak.
