Go to the Kelethin PoK stone and turn WEST. Run WEST to almost to the zone wall. There is a flat area where you can hunt coyotes. I've been there for awhile and I saw coyotes, mature arborean, arborean sprout, faerie, orc centurion, and brownies all path around that spot.

The coyotes are in GFay near the zone to Butcherblock...took about 15min to find 2 skulls.
If they drop from Black Wolves in GFay, they must be very rare. I managed to tailor a whole set of Tattered/Patchwork before I saw one drop, and still haven't.

I have found them on wolves mostly in E.C. and have also seen them found in Nektulos Forest.
Ahhh . . . that makes sense. Wolves carrying around coyote skulls . . . :-0
