You dont need ToV expansion to craft them and item is tradeable so you can equip all your silver characters with this armor. All you have to do is ask someone with ToV expansion to buy them for you. Seller is:
Merchant Sandrice Gemheart in Crystal Caverns, 21k each Snowbound Refined Velium, 168k a full set of 8 pieces.
In this way you can do all RoS progression (last free expac atm) with your silver toons geared with equip equivalent to RoS raid.

I thought it was for sale on the Vendor who sells the Emblems in Crystal Caverns? That's where I got mine, anyway
