The Lesser Spire Spirits appear to be PHs for the various Spire Spirits needed for the Twilight quests. I have occasionally seen spire spirits outside the spire mountain, but yesterday when I was there hunting for the spirit that drops a piece for my chanter's robe, I didn't see any outside. The spawns inside typically are far enough apart that single pulling is fairly easy. The thing to watch out for are the stonegrabbers as they will aggro if you get in range. Also, they tend to climb the outsides of the mountain and will aggro thru the wall. The rockhoppers and shiknar that I saw were all indifferent to both me and my druid buddy, however the rockhoppers will aggro if they are in range while you are fighting a stonegrabber. I don't know if the Shiknar will also or not as none seemed to be around the few times we had grabbers aggro.
One thing to note about the spirits, they are casters (necros?), so be sure to load up your stun spells, and if you have a chanter with you, have them debuff the spirits' int/ wis and mana drain them. When not casting, they were hitting me for 25-95 hps when I was in range. When casting, they nearly always hit me with Boil Blood and occasionally with Torbas Acid Blast. They tried various other spells including Fear, but I typically interrupted most everything. I'm a 48 chanter and was using mana drain and 2 aoe stuns to chain stun them. I had one aoe stun resisted in the 6 spirits we killed.

There don't appear to be any faction hits for stonegrabbers and I have no idea on the hoppers or shiknar as we didn't kill any of them. Hope this helps any of you mages looking to get this item.
