I found the Black Ornate Silken Bridle for sale in the Bazaar. I sent a message to the seller asking where it came from.

Black Ornate Silken Bridle dropped for us today on Agnarr TLP server off of Grieg Venificus .
From what I heard it didn't seem like the fastest mount, but I could be wrong. It should definately be faster then the Black Silken Bridle tho.

It's a run1 mount so it's not as fast as the mounts that drop from Seru and Emp.
