Wind Spirits Bracer  

 

I found throwing spears on Nesiff Tallaherd (pos 430, neg 230) inside of the Nesiff's Wooden Weapons Shop.

As you come out of the bard guild area heading towards the clock tower courtyard, take an immediate right through the doorway in the city wall. It's the stucco / brick building that you walk right towards (the left half of the building is white stucco and the right half, where you need to go, is regular brick). The door is hidden in the back along the wall.
