Yes, the description is wrong.
I won this on Jan 31/04 raid. The focus effect description says mana pres to heal over time spells, BUT, the only time the braclet actually "sparkles" is when I cast dots.

The focus effect has changed, just submitted a new pic. The focus is now 30% mana pres to heal over time spells. Stats are the same for the most part.

Look at the pic, why wouldn't a monk use a 1 stone item with nice stats? Honestly though, considering everything dropping here, would this be considered a junk drop for the zone?
Not with 30% mana pres. Most seem to be in the 10-15% range.
It seems strange that Bards can use these, but not other plate classes, and Rogues and Shamans (shamen? whatever) can use these, but not Rangers, yet druidds CAN use these.
