doesn't appear to improve fishing, I did a good bit of combines and no increase.
Having increased my fishing skill by making one of (almost) all the known combines, I did this. It pushed my skill to 250.
you can get multiple sets of scales from each fish. Seems to be 50, 75, or 100 each time, and as much as 4 sets for 1 fish (of either type).
