This item is still not flagged as "quest" in game.
Confirmed that it still drops of coyotes in South Ro, got one tonight. I found it amusing that one of the most recent (of the old posts) on this item was me.

The coyote skull is also used for the Dark Elf Warrior Orc Slayer Breastplate and Wood Elf/Half Elf Druid Bracers of the Leafrunner. Probably a couple more as well...
