From the page of another of the Rank III Wizard spells. I do not know why the "quest" notation does not appear on this one. (And, I have no experience with this Rank III token or any other Rank III token.)

Loot a Median Marked Symbol of The Ring of Scale (can drop from nameds AND general mob population in Ring of Scale), and right-click it to open up a spell reward window.
No class should need any more than five Median Marked Symbols per level to obtain all their spells.
