and Velazul's armor is from raids, so yes.
Scaleborn Bracer Facet is not found on Raid Merchant in OT, not even for 144 Ancient Draconic Coins; I have Conqueror of Gorowyn and 190 Ancient Draconic Coins and nada.

It has to have dropped from a chest in a raid that you won in order for it to appear on the merchant. ALL items from recent raid expansions are this way. Like the Swordmasters Honor sword, if it hasn't dropped, or you haven't been on a raid where it drops and it dropped, it will NOT be available for purchase. Attend more raids, and I'm sure you'll see it.

It is indeed sold for 144 Ancient Draconic Coins on this merchant, I just checked.
