Rare as hell, none droppped in over 15 kills... Anyone confirm how rare they are, or if they even drop anymore?

Clicky items that proc spells that require regeants will always require that regeant.
Therefore, this item will require a peridot to cast. Same goes for all Rune-proc items, (insert name) Corpse robes for necros, and such.
Items such as those that proc bandages (can't remember the name, Embalmer's Skinning Knife or something), Brell's Fishin' Pole, and JBoots require no regeant.
Then there's items like Bloody Ancille's Pouch, which does require a regeant, even though it has no spell association. Just trial-and-error to see if it requires a regeant or not.

instant clicky items don't use reagents. Any clicky item with a cast time with a spell that ordinarily uses a component will use the component.
I use Donal's Leggings and they also require a Peridot when you cast Symbol using them

Not true. It depends on the item. Elder Spiritists Boots, for example, have right click Levitate on them. They won't work without a batwing.
edit: I don't know if this particular item requires a reagent or not . . just clearing up that clicky effects do sometimes require reagents.

I've never been to Vex Thal, and probably never will be... but compared to the other drops I've seen from the zone, these boots are fairly disappointing. They're only a very minor upgrade from Boots of the Vindicator, which is much, much easier to get than getting the key to Vex Thal for 50+ people and killing mobs there. I'm wearing Vindicator boots myself, and I probably wouldn't bother with these if the opportunity should arise. 1% riposte just doesn't do all that much for me.

Maybe you posted before they corrected the spell effect from Minor Healing to Manaskin, I sure hope so. The current effect makes these way better than the boots you're referring to. A nearly 800pt clicky rune is nothing to cough at. I think these are a major upgrade to your current boots.
