rat eyes do drop about 1/100000 rats in QH but rat eyes can be bought in EK from the village vendor.....just letting everyone know

Toke me like 3 mins to do this.....as of the FP 1 may be a half an hour cuase.....Also Stats alot better...but ditched it fast cuase had a Exe hood on main to get to my bard....but heck this stuff isnt really bad......still useing BP on bard witch is 25 now.....I think VI is starting to finally think...... ^_^
better than Songweaver's

Freeport Songweaver's Armor is drawn to melee stats, while Qeynos Wind Spirit's Armor is focused on the main bard statistics. For a bard with a group, I find the stats in the Wind Spirit's Armor much more attractive. Unfortunately for us, the bracer quest seems broken, and the lock of scarecrow hair needed for the breatplate is yet to be found (killed about 30 scarecrows in WK without a single drop).

This helm, IMHO, is much better than the Songweaver's helm, which has +5 HP instead of the +4 to DEX. In the long term, a bard won't be tanking much (one so hopes)... so the extra HP really pales in comparison to the great bonus to DEX this helm offers. In fact, some bonuses offered by the newbie bard armor are impressive even in comparison to lambent armor.

Has a bright teal plate look. (Which looks much better in the new models, because the color doesn't look so bright)

You'll need:
2 bricks of crude iron ore (out of gnolls, inside and near Blackburrow; much easier for a newbie to loot them out of orc pawns in EC)
1 coyote skull (again, finding wolves in the Karanas isn't my idea of fun, so better for you if you can get to EC)
1 bat fur (found none in Qeynos Hills yet; apparently they only drop in Qeynos North during the night)
1 honey mead

all the newbie armor quests are fun, and the bard armor (both the freeport and qeynos sets) are very nice. I made a baby bard on Lanys T'Vyl just to do these quests when i saw a set on a friends bard. the ac doesnt come close to lambent, but the cha, agi and dex are very good.

Not sure what ingredients are needed for the bracer quest. If it is the rat eye you're looking for, it appears that it doesn't drop at all; hopefully it will be fixed with the next patch. As for the lock of scarecrow hair, the graphic is the same for that of the silk cord, or the woven spider silk. Shop around at the merchants in West Karana; I bought one from Henina Miller, and I had no clue until then that she was a merchant.
