Yes, rogues can use 2hb weapons. They just have zero skill with them. My wife's rogue has used her 2hb Hammer of Overthere to get to Kunark many times. No rogue will ever use a 2hb in combat, of course, only for an effect as with the Hammer of Overthere.
well I THINK if it says all/all then its all/all but if bards and rogues dont have 2HB skill thats a whole different story, since they wouldnt be able to go up in skill it would be pointless to acquire this item, except for novelty
it's a rating of ratio, not an overall rating. The ratio alone between so and so range is commented at amazing. Lets say you have 100 damage 10 delay weapon, with neg 2000 hp. It would prolly be godly or something like that even though it sucks cause you won't live long enough to do a decent amount of damage. This is not a bad weapon, since duel wield don't kick in so much. On my server something like this would be king right now
This weapon might be king but try fighting a wisp or a ghoul with it...you might have noticed, its non-magical...so fairly sucky in that regard, but it IS a nice ratio, and helpful that it is all/all.
thing is, all these "of the horde" type weapons can be turned into an NPC (weaponsmaster something, under/near the arena in shar vahl) whom then turns them into Great "item" of Grimling slaying, i.e. Great sword of grimling slaying, which does put a magic tag on the item, aswell as add's a 12pt proc or something, and grimling bane damage.
