My boxed bard got this on his mouse cursor when I turned in the last item in A Note of Hope - the 2nd to last crypt of decay merc task. The bard was the only one in the group that got it, and he was not the one to do the turnin. He did happen to be group leader. It was not any part of the quest so far as I can tell.
