Shroud into something that's a rogue and sneak behind the merchant. Make sure you put some plat in your bank first.

Like many quests/tasks etc in EQ this one takes some thinking to work around it.

Just used an illusion potion (gnome in this case) that made the vendor friendly enough to sell. I'm guessing human or barbarian would work too.
