So you need to find a wood elf grandmaster tailor to get these (unless someone is auctioning them), as they trivial above a skill level of 250, according to eqtraders.com

I have had the best luck with items like this going to the eqtraders.com message board and posting something on the server specific board.
Someone will probably get back to you in game within a day or two.

I found this on EQTraders under Recipies/Smithing/Tools and Implements:
Embroidering needle - needle mold, metal bits, celestial essence, flask water >114 <=175
You can find many items you need for tailoring under other tradeskills, and vice versa.
This isn't INGAME on Tarew Marr, but maybe someone on that server will read this and send ya a tell =)
